Announcement of the Commission on European Neighbourhood Policy

On the occasion of the major enlargement of 2004 and the accession of ten new member states to the EU, which resulted in a change of the Union’s external borders, the Commission issued a Communication with a Strategy Paper entitled: “European Neighbourhood Policy”. Thus, in order to prevent potential problems at the EU’s external borders, the Commission proposes the development of good neighborly relations and cooperation with the countries of Eastern Europe and the Mediterranean.
