Creation of the European Council

Following the Copenhagen Summit in December 1973, which provided for holding Summit meetings when deemed necessary, the Paris Summit in December 1974 (9-10 December), organized by President Valéry Giscard d’Estaing, establishes the European Council. Its purpose is to create an informal space for discussion between Heads of State and Government.
