The Special Committee on Agriculture (SCA) was established by Decision of the representatives of the governments of the Member States on May 12, 1960. The SCA prepares the work of the Agriculture and Fisheries Council, specifically all files concerning the Common Agricultural Policy. The Working Party on Veterinary Experts and Plant Health (WP I) prepares veterinary and phytosanitary matters, as well as all files of the Common Fisheries Policy. The SCA consists of senior officials responsible for agricultural policy either in the permanent representations of the Member States or in the respective ministries. The European Commission also participates in all SCA meetings. The SCA usually meets once a week.
