EU Expansion Brings New Decision-Making Dynamics

Due to the expansion in both monetary and political levels, combined with the imminent integration of new member states into the EU, the rapporteur of the Committee on Constitutional Affairs, Jean-Louis Bourlanges, submits a document to the European Parliament on how the decision-making process in the Council can/should evolve within the new context.
