The Indonesian government and the Free Aceh Movement (GAM) signed a Memorandum of Understanding which details the agreement and principles governing the creation of conditions under which the people of Aceh will be governed through a fair and democratic process within the unitary state and constitution of the Republic of Indonesia. The Memorandum of Understanding provides for the establishment of the Aceh Monitoring Mission by the EU and participating ASEAN countries with a mandate to monitor the implementation of the commitments made by the Indonesian government and GAM in the Memorandum of Understanding.
The Memorandum of Understanding specifically provides that the Indonesian government is responsible for the security of all personnel of the Aceh Monitoring Mission in Indonesia and that a status of mission agreement will be concluded between the Indonesian government and the European Union. The operational phase of the mission begins on September 15, 2005
