The European Council in Brussels on 12 and 13 December, under the Italian Presidency, approved the European Growth Initiative, which was reaffirmed in light of the Lisbon Strategy. Additionally, the revision of the Trans-European Transport Networks agreements was approved. The results of the program for creating a common area of freedom, security and justice were examined. The European Council expressed its satisfaction with the agreement on establishing a European agency for external borders and on adopting measures to combat illegal immigration through maritime borders. Regarding asylum, it was noted that work must be completed as soon as possible to create a European system. Concerning EU enlargement, the goal of achieving the accession of Bulgaria and Romania in January 2007 was confirmed. However, regarding the negotiations of the Intergovernmental Conference and the adoption of the European Constitution, the Heads of State and Government were unable to reach an agreement despite the compromise text presented by the Italian Presidency.
