Meeting for the first time after the entry into force of the Treaty on European Union (Maastricht Treaty), the heads of state and government expressed their determination to make full use, immediately, of the new opportunities offered by the Treaty to address current problems and to give further impetus to the Union.
The European Council focused mainly on examining the economic situation and measures to combat unemployment. In light of the White Paper presented by Mr. Delors, it approved a short-term and medium-term action plan, the implementation of which it will monitor itself.
Subsequently, the European Council approved a first action plan, which, given the major importance of cooperation in this area for ensuring the safety of citizens, should be strengthened in the future.
Concerning foreign and security policy, the European Council took a first step towards preventive diplomacy by deciding that the European Union will convene an inaugural conference in the spring of 1994 for a stability pact regarding the countries of Central and Eastern Europe.
Finally, the European Council made certain decisions related to the implementation of the Treaty on European Union.
