The European Council of Milan convened under the Presidency of Bettino Craxi and with the participation of Heads of State and Government and Foreign Ministers of the twelve member states. The European Commission (ECC) was represented by President Jacques Delors and Vice President Lorenzo Natali. The Council held extensive discussions on the proposals of the ad hoc committee on institutional matters and on various specific measures aimed at ensuring increasing support of European citizens for the community building. The economic and social situation was also discussed. Furthermore, the Council expressed its satisfaction with the White Paper on completing the internal market and noted that the collective effort to conquer new technologies is an essential prerequisite for maintaining European competitiveness. The Council also examined trade issues with Japan, famine in Africa, and relations between the EC (EC) and Comecon (Council for Mutual Economic Assistance).
