The extraordinary European Council of Brussels convened under the Presidency of Jean Luc Dehaene, Prime Minister of Belgium. On the eve of the Maastricht Treaty on European Union coming into force on November 1st, the European Council adopted an official declaration welcoming the significant step taken towards increasing prosperity, effectiveness, and democracy. The Council also confirmed January 1, 1994, as the starting date for the second phase of EMU, during which coordination of monetary and economic policies will be strengthened. Furthermore, the Council decided that the European Monetary Institute would be chaired by Alexandre Lamfalussy and would be headquartered in Frankfurt. Additionally, the European Council addressed development and CFSP, the establishment of Europol, judicial cooperation, and enlargement.
