First Speech by a Head of Government in a Plenary Session of the European Parliament

German Chancellor Willy Brandt becomes the first Head of Government of a member state of the European Communities to deliver a speech at a plenary session of the European Parliament. In his speech, among other things, he refers to a program that facilitates the process of European integration and believes it should be implemented immediately. Specifically, he mentions the progress that needs to be made towards economic and monetary union, regional policy, social policy, and the further development of the Common Agricultural Policy by the end of the year. Additionally, he refers to the improvement the Community must make regarding its financial behavior. Furthermore, this program proposes strengthening the European Parliament so that it can have a say in community matters. At the same time, he talks about the progress the Community should make regarding its external relations by the end of the year. Specifically, he refers to the role the Community can play in stability and peace in the Mediterranean and in defining the framework of relations and cooperation with the USA, the Soviet Union, and the Eastern European states. Moreover, he urges that meetings of Heads of State and Government should be held on a more regular basis and that the results of these meetings should be able to lead to the promotion of cooperation by all relevant parties. Finally, he does not fail to mention the immediate need for clear and realistic proposals that will pave the way for the European Union, which is a key goal to be achieved before the end of the decade.
