Gaston Thorn’s Proposals in His First Speech as President

Gaston Thorn, as the new President of the Commission, delivers his first speech to the European Parliament. In his speech, he emphasizes the crucial role of the Commission as the guardian of the European acquis. At the same time, he proposes to the European Parliament the creation of an appropriate framework for cooperation – an inter-institutional relationship – in order to avoid confusion of competencies and responsibilities between the governments of the member states and the Commission.
