Informal European Council of Biarritz, 13-14/10/2000

The Heads of State and Government of the 15 EU member states convene in Biarritz for a two-day Informal European Council. Among other things, the agenda of discussions included the following: composition and internal organization of the Commission, weighting of votes in the Council, closer cooperation and extension of qualified majority voting. The Council also discussed the violent developments in the Middle East with their implications for oil markets. Finally, they approved the text concerning the EU Charter of Fundamental Rights.
