Migration and Asylum Pact

On June 11, 2024, the new migration rules introduced by the Migration and Asylum Pact came into effect, with full implementation to be completed in two years. These changes ensure that the European Union will have strong and secure borders, protect human rights, and that no member state will face migration pressures alone.

For proper border management, strict control of entrants will be implemented. The entrants who do not meet the requirements for entry into the EU will be registered and undergo identification, security, and health checks. The Eurodac database will be expanded to record those entering the EU as asylum seekers or irregular migrants. Those who do not qualify for international protection will be returned to their countries of origin. During crisis periods, special support measures and funding will be applied for better management of the situation.

The new permanent solidarity framework ensures that all EU member states will receive the support they need. Each country will be able to choose how to contribute, either through relocations, financial assistance, operational support, or other mechanisms. The EU will provide assistance through specialized agencies and funds for the proper implementation of migration policy. Clearer rules are also established to determine which country is responsible for examining asylum applications. Applicants must submit their application in the country of first entry and remain there until the process is completed.

To prevent irregular migration, cooperation with member states’ border authorities is strengthened through Frontex. At the same time, partnerships with third countries and UN organizations are promoted to combat migrant smuggling in critical areas.
