On the occasion of the first phase of the Conference discussions at the Representative and Ministerial level, the Presidency of the EU Council drafts a memorandum presenting a comprehensive approach on the issue of possible extension of qualified majority voting, which could serve as the starting point for more in-depth work by the Group of Representatives.
