Presentation of Draft Treaty for the EU

Presented by the Luxembourg Presidency of the Council, a draft Treaty for the European Union, which emerged from the work of the two Intergovernmental Conferences on Political Union and Economic and Monetary Union, beginning on December 15, 1990 in Rome. It presents a Union under a three-pillar system and formed the basis for discussions of the two Conferences that ultimately resulted in the signing of the Maastricht Treaty on February 7, 1992.
