Signing of the Headquarters Agreement between Germany and the European Central Bank

The Headquarters Agreement between the Government of the Federal Republic of Germany and the European Central Bank regarding the seat of the European Central Bank was signed by Dr. Klaus Kinkel, German Minister of Foreign Affairs, and Dr. Theo Waigel, German Minister of Finance, on behalf of the German Government, and by Dr. Willem F. Duisenberg, President of the European Central Bank (ECB), on behalf of the ECB.
The Agreement includes provisions for the implementation of the Protocol on the privileges and immunities of the European Communities. In particular, it regulates technical aspects regarding the status of the ECB and its staff on German territory and the relations between the ECB and the German Authorities.
