The Heads of State and Government met on 16/10/1992 under the Presidency of John Major, British Prime Minister, for the special European Council of Birmingham. The following points were discussed: The progress of ratification of the Treaty on European Union – The renewed strengthening of the convergence process of member states’ economies, essential for maintaining monetary stability and creating the necessary framework for sustainable growth and job creation – the adoption of the Birmingham Declaration concerning the will and measures required to bring the Community closer to its citizens – The negotiations for the General Agreement on Tariffs and Trade (GATT) – The tragic situation in former Yugoslavia and Somalia.
