Submission of the Spaak Report Proposing the Establishment of an Investment Fund to Support a Common Market

The “Report of the Heads of Delegations to the Foreign Ministers”, also known as the Spaak Report, is submitted. The submission was made by the Intergovernmental Committee established by the Messina Conference (June 1-2, 1955), chaired by the Belgian Foreign Minister, Paul-Henri Spaak. This Report to the Foreign Ministers concerned proposals for the establishment of an investment fund that would aid in the development and implementation of the Common Market.
