The Barre Plan is Submitted for the Creation of an Economic and Monetary Union.

A memorandum is submitted to the Council by the European Commission regarding monetary cooperation and the organization of economic policies within the Community framework. This plan was approved by the Council on July 17, 1969, and is known as the Barre Plan. The heads of member states subsequently called on the Council of Ministers to draft a plan for the gradual implementation of an economic and monetary union. In this context, a group of experts was formed under the chairmanship of Pierre Werner, then Prime Minister of Luxembourg.
