The Council Proceeds with the Declaration on Democracy

One of the key outcomes of the European Council in Copenhagen (April 7-8) is the Declaration on Democracy. According to the Declaration, respect and maintenance of representative democracy and human rights are fundamental elements that each state must uphold to qualify for membership within the European Communities.
