The Davignon Report

Adopted in Luxembourg by the Foreign Ministers of the Six, the “Davignon Report” or otherwise known as the “Luxembourg Report”, was drafted by a working group consisting of political advisors to the Foreign Ministers of the six member states, headed by diplomat Etienne Davignon, political director of the Belgian Ministry of Foreign Affairs. This Report provided for the establishment of regular consultations on foreign policy issues to create a climate of consensus on international matters. These consultations also envisaged the participation of candidate countries. This report marked the beginning of European Political Cooperation (EPC), which was informally inaugurated in 1970, before being institutionalized by the Single European Act (SEA) in 1987. The EPC primarily provided for consultations between member states on foreign policy issues.
