The EU establishes its first strategy for combating terrorism, which is based on four pillars: prevention, protection, pursuit, and response. The EU Counter-Terrorism Strategy commits the EU to fight terrorism globally, while respecting human rights and allowing its citizens to live in an area of freedom, security, and justice. Additionally, it emphasizes the need for international cooperation which the EU will strive to promote.
Finally, as stated in the Strategy text “…conflict resolution and the promotion of good governance and democracy will be essential elements of the Strategy, as part of the dialogue and alliance between cultures, religions, and civilizations, in order to address the motivations and structural factors that support radicalization”.
