The EU Will Invest 13.5 Billion Euros in Research and Innovation for the Period 2023-2024

The Commission today approved the main work program of “Horizon Europe” for the period 2023-24, with approximately 13.5 billion euros to support researchers and innovators in Europe in their efforts to find breakthrough solutions to environmental, energy, digital and geopolitical challenges.
As part of the EU’s broader 95.5 billion euro research and innovation program, “Horizon Europe”, this funding will contribute to achieving the EU’s climate goals, increasing energy resilience and developing key digital technologies. It will also examine targeted actions to support Ukraine, boost economic resilience and promote sustainable recovery from the COVID-19 pandemic. It will contribute to achieving a stronger European research and innovation ecosystem, including through wider participation of researchers and innovators across Europe, increased mobility and funding of world-class research infrastructures.
The “Horizon Europe” work program for 2023-2024 covers actions to support and strengthen international initiatives in the areas of, in particular, renewable energy, food systems, global health and environmental observations. It builds on the Africa Initiative and introduces the new Mediterranean Initiative, responding to the new research and innovation agenda developed with the Union for the Mediterranean.
Regarding cooperation with China, the work program will focus on addressing global challenges through two flagship research initiatives on food, agriculture and biotechnology, as well as climate change and biodiversity.
The openness to international cooperation is balanced with the need to safeguard EU interests in strategic areas, particularly to promote the EU’s open strategic autonomy and its technological superiority and competitiveness.
