The First European Council Does not Reach Conclusions

The first European Council takes place (April 1-2), under the Presidency of Luxembourg. The core of the discussions in this Council was the overall economic and monetary situation of the Communities, however, upon its conclusion, it was not possible to draw overall conclusions. The President of the Council, Gaston Thorn, in his statements, noted that it is up to the Finance Ministers to make substantial decisions, with the European Council playing an important supportive role in this work, as a forum for discussions.
