Werner Group Interim Report on Economic and Monetary Union

An interim report is being prepared by the Werner Group for the gradual achievement of establishing an economic and monetary union. This report was addressed to the Council and the Commission. Pierre Werner, who served as Prime Minister and Minister of Finance of Luxembourg, delivered his final Report in October of the same year. He proposed the creation of an economic and monetary Union, which required the transfer of corresponding sovereignty from the member states to the Union.
