Mitterrand, in collaboration with German Chancellor Kohl, succeeded in establishing the Maastricht Treaty in 1992, making their dream of a seamless interstate market a reality.
During his tenure, Mitterrand supported the expansion of the EU and the accession of Spain and Portugal to the EU. He also believed in a more integrated EU and advocated for the establishment of the Single European Act in 1986, which laid the first legal foundations for the European single market.
